中美关系:对华知之甚少是美国的真正"逆差"

新华网专稿:美国亚利桑那州立大学助理教授吴旭最近在媒体撰文指出:就中美长期双边关系而言,比日益增长的贸易赤字影响更大的,是美国对中国在相互了解方面存在的"逆差"。美国《基督教科学箴言报》网站5月1日以《美国对中国的真正逆差在于对后者缺乏了解》为题播发了吴旭的这篇文章。

随着中国重返国际舞台,这是个美国应该解决的问题。美国人似乎经常讨论中国,但对中国的了解又相当肤浅,这种反差使在美国的中国人全都感到震惊。美国是超级大国,又远隔重洋,因此人们心中怀着这种毫无恶意的疏忽,倒也能心安理得。

但是,对于那些能够用自己的观点影响别人的专家,这个问题又会怎样?美国的中国问题专家不会说汉语,已是屡见不鲜的现象。如果不了解这个国家的人们如何交流,如何能够理解他们的文化?

在相互了解方面存在的逆差,直接导致美国 对中国普遍存在根深蒂固的误解。

美国媒体不断重复一些错误论调,其中之一便是:中国是个正在崛起的大国,正在崛起的大国会带来危险。这个论断的前半部分是正确的,但后半部分就有问题了。中国不仅是正在崛起的大国,而且是个正在恢复地位的大国。中国作为统一的大陆强国,已经存在了相当长的时间。

作为地位正在恢复的大国,中国镇定自若、克制忍耐、成熟理智。就像某个冠军运动员在短时间的低迷之后重返赛场。

美国媒体重复的另一个错误论调是:中国是个共产党执政的国家,而共产主义是邪恶的。评论人员多次对中国如此定性,而这样做既简单幼稚又完全误导视听。

回顾中国历史,没有任何一种外来文化可以根除中国传统,它们不是实现本土化,就是销声匿迹。就算没有共产主义,中国依然是中国。无论是之前提出的"以德治国"理论,还是现在的"和谐社会"方针,其中的基础元素更像是儒家思想,而不大像马克思主义意识形态。

对于贸易问题,中国提出了双赢伙伴的期望,美国决策者勾画了"负责任的利益攸关方"的蓝图。但是,除非双方的相互了解加深到足以使两国顺利解决不测事件,否则无论哪种战略蓝图都无法付诸实施。 (编辑:陶志彭)

This lack of updated information about China becomes more problematic in a larger context. Chinese students are required to study English beginning in primary school. Students are exposed to both American culture and the Western way of thinking by college. For at least two decades, tens of thousands of the best and the brightest Chinese students attend American's top-tier graduate schools, channeling back the most updated perceptions and information about the US.

Although the number of American students studying in China witnessed a huge jump over the past few years, the accumulated knowledge deficits and language barriers are still immense.
